I think @gunstargreen is right. You can make the AI better, but many games are basically you against overwhelming odds. Making enemies too smart leads to a point where a game gets really, really tough, and likely pretty unfun, except for those FPS savants like @tsumuri that ace even the highest difficulties.

There's a reason for that, and the reason is controllers. That's a fair point. Some of the best AI I've seen in relatively modern FPS was in ARMA 2 single player. Not just in the coordinated enemy resistance, but also in the way your squad-mates dynamically reallocated their aggression and flanking suppression. This video shows a bit of that: Of course ARMA 2 is about as far away from the spectacle bedazzled ego shooters that console gamers adore as one can get. So it's a moot point I suppose.

The thing with AI is that there are much cheaper and less time-consuming ways to up difficulty in a video game. Plus, most people don't actually want to deal with particularly smart AI. Once again I have to bring up FEAR, where the AI is just smart enough to flank you and keep you on your toes, but it's not quite as smart as the game would lead you to believe. It's definitely above all other arcade shooters I've played, but it never goes into military simulation territory like ARMA.

Once again I have to bring up FEAR, where the AI is just smart enough to flank you and keep you on your toes, but it's not quite as smart as the game would lead you to believe. Granted I haven't finished F.E.A.R. (because it was kinda boring - though I still made it halfway through), but I did notice it had above average AI. That was via the 360 release too, but to be fair, F.E.A.R. started out as a PC release. So its AI was originally designed with that platform in mind, not controller land. I do think @tsumuri has legitimate talent as an FPS player! But until he beats this, I won't accept him into my league.
