That's the ZX Spectrum Next, which is a backwards-compatible system released a while back. It has features that the ZX Spectrum didn't have, including modes that avoid the color clashing the Speccy was known for. en.wikipedia.org/wiki/ZX_Spectrum_Next

Looks like it has thrust/climb/roll mechanics rather than VVVVVV's flip mechanic. But it's definitely a "modern" platformer with the 100000 spikes and whatnot.
The graphics in the trailer look like ass and have a similar vibe to the "Recharged" Atari games (which are rather good, visuals aside). Dunno why Atari keeps going with that style. In any event, I expect the 2600 cart version of the this game to be better than the "modern" version.

I think they use the term "masocore" for this type of stuff. Very much in the Super Meat Boy vein.
